未满18周岁申请人须提交在华法定监护人相关法律文件（《青岛大学未成年人留学生监护委托书》《监护人保证书》）。 持外国普通护照的非中国籍公民，年满18周岁。高中平均成绩75%及以上且各科成绩60%及以上。中国大陆（内地）、香港、澳门和台湾地区居民移民并获得外国国籍后申请者，须于2022年4月30日之前或国籍证明文件并已注销中国国籍，且2022年4月30日至2026年4月30日期间在外国实际居住2年以上。
