未满18周岁申请人须提交在华法定监护人相关法律文件（《青岛大学未成年人留学生监护委托书》《监护人保证书》）。 持外国普通护照的非中国籍公民。中国大陆（内地）、香港、澳门和台湾地区居民移民并获得外国国籍后申请者，须于2022年4月30日之前或国籍证明文件并已注销中国国籍，且2022年4月30日至2026年4月30日期间在外国实际居住2年以上（一年中实际在外国居住满9个月可按一年计算，以入出境签章为准）。国籍认定以中国公安机关出入境管理部门结论为准。
